Welcome to National Breastfeeding Month!

August is National Breastfeeding Month, and as you know, midwifery care is associated with improved outcomes, including increased breastfeeding rates. As an IBCLC, helping nursing parents to meet their infant feeding goals is something that’s always been a high priority for me. Just like all we do to support families in midwifery, it’s about helping them define what success looks like for themselves, and then helping them get there. Whether you are supporting your patients or clients to breastfeed or chest feed, whether they’re exclusive pumping or combo feeding, we’re here to support them. And that is worth celebrating. To all my midwives out there, Happy National Breastfeeding Month!

CNMA Upcoming Election


The CNMA annual election is coming soon, where you will have the opportunity to vote on proposed updates to the CNMA Bylaws, and to elect incoming Board Members. But first we need some candidates! If you’re interested in joining our highly productive team (and bulking up your CV in the process), now’s the time to jump in! Thinking about running, but not sure you’ve got what it takes? We’re committed to mentoring new board members in their role and setting you up for success. The following offices are up for election this Summer: President, Representative from an Under-Represented Group, Reproductive Justice & Anti-Racism Chair, Southern California Representative, and Treasurer. Board of Directors: Call for Nominations


President

The role of President is usually preceded by a year of onboarding as President-Elect. However, due to an unprecedented withdrawal of two consecutive midwives having to withdraw consecutively from their commitment to serve in this role, we are accepting nominations for President. The role will include two years serving as President, followed by one year as Immediate Past President, during which time they will serve as a resource and mentor to the new President.

  1. Voting member of the Board.

  2. Preside at all Board meetings.

  3. Preside at all Affiliate meetings with proper notification to members of meetings and agendas.

  4. Appoint standing committee and task force Chairpersons.

  5. Designate and appoint Affiliate representatives to State external organizations.

  6. Coordinate communications between the Affiliate, the Regional Representative, and ACNM.

  7. Declare election results and communicate those results to the Regional Representative and to ACNM.

  8. The President, in consultation with the Treasurer, is empowered to jointly approve expenditures under and up to a predetermined amount in accordance with the Standard Rules and Operating Procedures developed by the Board of Directors.

  9. Attend monthly virtual Board meetings.

Representative from Under-Represented Group

  1. Voting member of the Board.

  2. Attend monthly virtual Board meetings.

  3. Acts as liaison and represents the interests of a community under-represented in midwifery and/or on the CNMA Board

  4. Two year term, may serve up to two consecutive terms.

Reproductive Justice & Anti-Racism Chair

  1. Voting member of the Board.

  2. Attend monthly virtual Board meetings.

  3. Responsible for guiding CNMA in our aim to become an organization committed to the reproductive-justice framework and to become and anti-racist organization.

  4. Acts as liaison between the Board and the Reproductive Justice Anti-Racism Committee.

  5. Chairs and directs the activities of the Reproductive Justice & Anti-Racism Committee

  6. Two year term, may serve up to two consecutive terms.

Southern California Representative

  1. Voting member of the Board.

  2. Attend monthly virtual Board meetings.

  3. Develop relationships with the members of the region.

  4. Establish two-way communication with regional chapter chairs and members to update them on affiliate issues; and bring chapters’ and members’ issues, comments, needs, and requests from regional members to the Board.

  5. Should attend their own chapter meetings.

  6. Help lead and organize in-district visits and advocacy efforts.

  7. Stay involved and participate in events in their region as a representative of CNMA.

  8. Two year term, may serve up to two consecutive terms.

Treasurer

  1. Perform all duties commonly incident to and vested in the office of Treasurer of a corporation, as well as all duties delegated by the President, including, but not limited to the administration of the fiscal and financial policies of the Affiliate.

  2. Supervise the maintenance of accurate corporate books.

  3. Act as custodian of the funds of the Affiliate and as signatory to the Corporation’s bank account in order to issue the checks and drafts of the Corporation as directed by the Board.

  4. Present itemized financial reports at each meeting of the Affiliate.

  5. Maintain a list of members with ACNM and Affiliate dues currently paid.

  6. The Treasurer, in consultation with the President, is empowered to jointly approve expenditures under and up to a predetermined amount in accordance with the Standard Rules and Operating Procedures developed by the Board of Directors.

Proposed Updates to CNMA Bylaws


The following proposed updates to the bylaws will be voted on in the upcoming election:


Article III. Membership and Privileges, Section B. Classification, Qualifications and Privileges of Members, subsection 1. shall be amended to include the new classification of Active Retired Members in alignment with the ACNM updated bylaws, as follows:

Active and Active Retired members (as defined by ACNM) in the Affiliate may make motions, vote and hold office.


Article III. Membership and Privileges, Section E. Membership Dues, subsection 5. shall be amended to define membership dues for Active Retired Members in alignment with the ACNM updated bylaws, as follows:

Active Retired membership (as defined by ACNM) dues shall be in the amount of $50.


Article VI. Board of Directors, Section E. Terms of Office of the Voting Members of the Board of Directors, subsection 1. shall be amended to extend the terms of offices to include an additional year as “Immediate Past”member to allow mentorship of incoming board members. The language would be updated as follows:

All members of the Board of Directors shall be elected to serve a term of 2 years in voting capacity, plus one year as “Immediate Past” member (i.e., Immediate Past Northern California Representative”). Each member shall serve in voting capacity until their term is completed or a successor is elected and assumes Office. Once their successor has assumed office, each member will transition to the role of “Immediate Past” member, and serve to mentor the incoming member, offer support and guidance, serve as a source of continuity, and ensure historical context for important issues pertaining to their role.

Volunteer Opportunities


AMCB Research Committee

The AMCB Research Committee is a diverse group of subject matter experts (CMs & CNMs) who represent midwives of different races, ethnicities, genders, practice settings, clinical experiences, locations, etc. The committee conducts a task analysis survey of newly certified CNMs/CMs to ensure that the national certification examination reflects current entry-level midwifery practice. This committee is also responsible for conducting internal research relevant to the mission of the corporation and approving external research projects. For more information, please click here. AWHONN Post-Birth Warning Signs Save Your Life Handout Patient Evaluations Research Call for Applicants

Would you like to collaborate with AWHONN on a research study to seek input from the patient’s perspective and feedback about the Save Your Life handout and its benefits as a resource for discharge education? We are looking for a Principal Investigator (PI) and Co-Investigator (Co-I). The timeline for this project is approximately 10 months which includes: onboarding, identification, recruitment of patients and possible revision of the AWHONN PBWS SYL Handout. ACNM Midwives-Political Action Committee (PAC) Student Representatives

ACNM is actively recruiting for two ACNM Midwives-Political Action Committee (PAC) student representatives! PAC is the fundraising arm of ACNM legislative efforts. Fundraising money is used primarily as campaign donations to targeted legislators - those who have historically supported midwifery and women's health initiatives. As a PAC student rep, you would be an integral part of this fundraising team. This position is a great way to network with midwives throughout the US and can be a perfect (and easy!) component of your leadership development and understanding of midwifery-relevant policy. CNMF Back to School Scholarships for Student Midwives

California Student Midwives are our first priority. We would like to get funding into your hands to support the success of your education and help you thrive during your program. CNMF invests in the diversification of midwifery care and understands that the barriers to completing your program are unique to you. CNMF prioritizes communities historically excluded from midwifery in our funding (BIPOC, LGBTQ+). We encourage you to use our simple one page application to request funds! Our funding averages to $500 per student. If additional funding is needed, we will consider it on an individual basis. Apply now!


Birth Justice Rapid Response Fund

The National Birth Equity Collaborative (NBEC), in partnership with The Praxis Project, SisterSong, Groundswell Fund, and Ms. Foundation for Women, announced the launch of a multi-million dollar Birth Justice Rapid Response Fund (Birth Justice RRF), with funding from the Robert Wood Johnson Foundation. The intent of the fund is to provide organizations with financial resources to support community power building and promote birth justice efforts in Black, Indigenous, and People of Color (BIPOC) communities including Black, Brown, Indigenous, Latine/x, Asian-American/Pacific Islander (AAPI)); transgender, gender-nonconforming, nonbinary, and queer people of color; low-income women of color; and/or low-income transgender, gender-nonconforming, nonbinary, and queer people of color. The Birth Justice RRF will launch in three waves with the first beginning in summer 2022. The fund will award a total of $500,000 in each wave, with individual awards up to $50,000. 2022 Wayachi Seed Grant ($5,000) - for BIPOC/People of Color Applicants

Wayachi Seed Grant project proposals must have a primary focus on meeting the direct needs of Black, Indigenous, and People of Color (BIPOC). BIPOC applicants from diverse backgrounds are encouraged to apply, including midwives, students, retirees, community groups, advocates, and other health professionals who work with under-resourced BIPOC communities. Applications are due by October 9th, 2022.

Respectful Maternity Care Research Study

Respectful Maternity Care (RMC) is a critical element needed to improve the quality of care and reduce maternal morbidity and mortality. AWHONN’s Respectful Maternity Care Program, developed by a team of expert nurse scientists and clinicians, is designed to provide health care professionals in maternity settings with the tools necessary to integrate respectful maternity care into their area of work or influence. We are seeking 10-12 obstetric clinical sites across the country to collaborate with AWHONN on a study including the adoption of the Respectful Maternity Program to measure nurse and patient perceptions of change. The Time is Now: Ensuring Reproductive Health Access, Justice and Equity Beyond Roe v. Wade

Please join the Los Angeles County Women’s Health Equity Coalition for our summer webinar on sexual and reproductive health, including abortion. The Supreme Court of the United States has reversed 50 years of legal precedent and eliminated the Constitutional right to abortion care. Overnight, millions of people in states hostile to reproductive health services lost access to abortion care and California could see an almost 3,000% increase in people driving to our state to access abortion services. Given that Los Angeles County is a major metropolitan transportation hub, it is highly anticipated that people from across the country will come to Los Angeles to obtain the abortion care and other reproductive health services they will not be able to access in their home states or counties. Black Women For Wellness Reproductive Justice Conference

The 'Perfect' Baby?: The Dangers of Gene Editing in Assisted Reproduction

Gene editing technology like CRISPR may have potential to treat diseases, but does editing future generations go too far? Join renowned bioethicist Françoise Baylis, reproductive justice activist Nourbese Flint, and disability rights scholar and activist Karen Nakamura on Tuesday, August 9, 2022 from 10am to 11am PT for a conversation about the societal and ethical implications of human gene editing in the context of assisted reproductive technology. Intrapartum Guidelines for Nurse-Midwives

Intrapartum clinical practice guidelines for midwives can improve the quality of care and patient outcomes. Such improvements, however, often relate to the level of rigor in guideline development, to assure quality and utilize the most recent and best evidence. Pelvic Health Physical Therapy in Preconception, Pregnancy, and Postpartum

What is pelvic health physical therapy and how can it help my patients? Pelvic health physical therapy can be beneficial for those patients who have diagnosed dysfunction of the pelvis, but it can also be helpful for individuals without dysfunction or pain, trying to stay active and be informed about their bodies. Sexuality: Creating A Safe Space for our Patients

Patients who have a history of ongoing pelvic pain, dyspareunia, vaginismus, or have experienced some degree of sexual trauma are often disassociated from their bodies. They come into appointments often emotionally afraid, physically guarded and potentially resistant to internal exams. This webinar will explore ways to decrease patient anxiety and provide ways midwives can help patients be present in their bodies. It will also give participants some tools in helping patients navigate sexual challenges in general. At the conclusion of this presentation, participants will be able to: understand the psychosocial profile of a sexual trauma survivor, demonstrate the essential components in creating a "climate of safety" before an internal exam, outline the five stages of emotions and how to work with flashbacks and disassociation, list ways to help sexual trauma survivors be fully present and embodied during an exam, describe common sexual challenges patients experience and ways of navigating these challenges, relate how our own comfort level with the topic of sexuality can impact our effectiveness and ability to create safety for the patient, and explore ways midwives can refresh and re-energize themselves after working with patients with a history of sexual trauma. 68th ACNM Annual Meeting and Exhibition Call for Abstracts

Maternal Mental Health Web-Based Certificate Training

Together with Postpartum Support International, 2020 Mom has developed a Maternal Mental Health Certificate Training for Mental Health and Clinical Professionals. Classes kick off on September 12th. Clinicians are invited to this online MMH training course, which includes eight live sessions, small group discussions, supplemental reading materials, 16 continuing education credits (where applicable), and a certificate of completion. All classes are live from 10am-12pm PT, on Mondays. All presentations are recorded and available to registered participants.


2022 AABC Birth Institute

Mission Bernal Women’s Clinic (Sutter Health, CPMC)

The Mission Bernal Women's Clinic is posting for both a full time and a per diem CNM position. We are looking for full scope CNM coverage including gyn care, abortion care, prenatal services and centering-style prenatal groups. The Mission Bernal Women's Clinic (Sutter Health, CPMC) is a long-standing collaborative practice of midwives and OBGYNs located in the Mission District of San Francisco with 24-7 midwifery services. In-patient services are located at the CPMC Van Ness Campus, which is a high-risk center that includes MFM services and a Level 3 NICU. Hello and welcome to our CNMA monthly Newsletter!


As always, we’ve included plenty of information on the latest job opportunities and continuing education. But this month’s newsletter also includes several calls to action. As you know, we’ve been making tremendous progress in our state, and the momentum is powerful!


There has never been a more exciting time to be a midwife in California, with so many opportunities not only to practice with autonomy and integrity, and also to shape and grow reproductive and maternity healthcare for millions of people in our state. How will you contribute to this progress? What is your calling?


For some of you, perhaps it’s time to step up and join the leadership of CNMA; election season is almost here, and now is the time to throw your hat in the ring! Or maybe now’s the time to finally open up your practice to students–perhaps a little financial incentive will help you to make that leap possible! Or maybe you’re super proud about the innovative work you’re doing and want to share it with the rest of us at the CNMA Annual Meeting in November–and we want to learn from you! If any of these opportunities speak to you, keep reading–there are more details below. And if that’s not enough, hopefully the exciting updates on the California Prenatal Screening Program will make the newsletter worth the read.

Southern California Representative

  1. Voting member of the Board.

  2. Attend monthly virtual Board meetings.

  3. Develop relationships with the members of the region.

  4. Establish two-way communication with regional chapter chairs and members to update them on affiliate issues; and bring chapters’ and members’ issues, comments, needs, and requests from regional members to the Board.

  5. Should attend their own chapter meetings.

  6. Help lead and organize in-district visits and advocacy efforts.

  7. Stay involved and participate in events in their region as a representative of CNMA.

  8. Two year term, may serve up to two consecutive terms.

Treasurer

  1. Perform all duties commonly incident to and vested in the office of Treasurer of a corporation, as well as all duties delegated by the President, including, but not limited to the administration of the fiscal and financial policies of the Affiliate.

  2. Supervise the maintenance of accurate corporate books.

  3. Act as custodian of the funds of the Affiliate and as signatory to the Corporation’s bank account in order to issue the checks and drafts of the Corporation as directed by the Board.

  4. Present itemized financial reports at each meeting of the Affiliate.

  5. Maintain a list of members with ACNM and Affiliate dues currently paid.

  6. The Treasurer, in consultation with the President, is empowered to jointly approve expenditures under and up to a predetermined amount in accordance with the Standard Rules and Operating Procedures developed by the Board of Directors.



California Health Policy


Legislative Updates

The last week of May was the final week to move bills off of the Assembly Floor and we have great news! Our bill – AB 2529 (Davies/Calderon), the bill that would make midwifery education programs eligible to apply for state funding like NPs, PAs, RNs, and physicians already have access to through the Song Brown Act – passed the Assembly Floor with zero "no" votes! That means this bill has bipartisan support and is now moving onto the Senate! Thanks for all the support and calls thus far and, as always, you can stay updated at www.cnma.org/advocacy. In addition, all 13 Future of Abortion (FAB) Council Bills continue to move through the Legislature. Find out more about these bills at www.CaFABCouncil.org


The California Budget

The Governor's revised budget, called the "May Revise," has been released and we continue to be encouraged that the CNM Medi-Cal provider rate reductions that were enacted by AB 97 will be reversed, and that the Midwifery Workforce Training Act will also be funded. The Budget must be passed by June 15, and we will keep you updated via the www.cnma.org/advocacy page. You can find the Governor's May Revise here.


Midwifery Integration and SB 1237:

Please contact advocacy@cnma.org if you or your practice needs any help revising your policies and protocols to reflect the changes in nurse-midwifery scope of practice that occured due to SB 1237, the bill that removed physician supervision in 2020. The CNMA Health Policy team is ready to meet with you one-on-one to ensure your policies and protocols give the CNMs at your practice the ability to practice to the full extent of the law.


Martin Luther King Community Hospital in LA at risk of closing maternity services!

CNMA recently learned that MLK Community Hospital is at risk of losing their maternity services at the end of July! Their FQHC partner simply cannot afford the losses they’re incurring any longer, and will no longer be able to provide OB and midwifery services there. However, CNMA is supporting a bill – AB 2426 – that would direct funding and resources to MLK Community Hospital, and to community based care, and also offset their current losses. We’ve been told that the passage of this bill would ensure that maternity services at MLK continue. We’re happy to report that this bill passed the Assembly last week and is now moving onto the Senate! You can find out more here.


Those of you in the LA area know that MLK is an important safety net hospital and medical home for thousands of residents who otherwise couldn’t access care. Their maternity program is a shining light, not just in the LA area, but throughout California. Their patient-centered, community-focused approach with an integrated physician and midwife practice provides 24/7 care and has led them to deliver one of the lowest cesarean rates in the state (sometimes the very lowest), and they continue to lead by example on how to reduce racial disparities in birth outcomes. It would be a HUGE loss to the community if maternity services were discontinued.


We know many of you were very involved when maternity services at MLK were near closure back in 2020; but with successful community mobilization, it was saved. CNMA will keep everyone up to date on what is happening with this bill and community organizing around this issue at cnma.org/advocacy. Please reach out to advocacy@cnma.org with questions.



Midwifery Workforce Development and Educational Support


Funding Available for New Preceptors and Clinical Sites!

California has a midwifery workforce shortage, and they only way to grow more midwives is to open up more clinical placement sites. The California Nurse-Midwives Foundation recognizes that this often comes at a cost, whether accepting students as an individual preceptor or advocating to allow for precepting at your institution. We partnered with Anthem and currently have funding available to support precepting and mentoring. These efforts will target under-represented individuals in the profession of midwifery. This grant was earmarked for those in distance-learning programs, but we know that opening up preceptor sites ultimately helps all students in all programs, and more importantly, the communities we serve. We prioritize funding preceptors who identify as Black, Indigenous, and People of Color. Our students and the communities we serve urgently need your assistance. This is a pilot and further funding may become available. If you need funding to open up as a preceptor or to become a short-term mentor (perhaps after precepting the student), please use this simple one-page application. The funds can cover such things as administrative time, orientation time, a reduced schedule template, or time dedicated to ongoing student mentorship. You may also apply to cover the cost of advocating to allow for precepting with leadership at your institution. We hope this one-time stipend will help YOU to create the changes needed in your practice or institution to PERMANENTLY open up to midwifery students. California thanks you!



CalGenetic Online Portal–Prenatal Screening Program (PNS)


Effective May 16th, 2022, licensees of the Board of Registered Nursing (including certified nurse-midwives) are now able to independently register to use the Genetic Disease Screening Program’s CalGenetic Online Portal and are no longer required to have authority delegated by a California physician to utilize portal applications. CNMs are strongly encouraged to register as independent users for the Genetic Disease Screening Program’s CalGenetic Portal, starting. The CalGenetic Online Portal currently includes access to the PNS Program Results application. Beginning September 2022, the Portal will also host a new PNS Program Orders application, in conjunction with the launch of the redesigned PNS Program. The new PNS Program will include two separate screening tests: cell free DNA (cfDNA) screening for chromosome abnormalities and Maternal Serum Alpha Fetoprotein (MSAFP) screening for neural tube defects. Registration on the CalGenetics Portal will enable some providers to submit electronic patient orders for cfDNA and MSAFP prenatal screening when the new program is launched. Only one user account is required per person to access both the PNS Results application and the upcoming PNS Orders application in the CalGenetic Online Portal. The National Maternal Mental Health Hotline is LIVE! Parents and partners can call or text the Hotline at 1-833-943-5746 anytime for help. The Hotline, funded by the U.S. Health Resources and Services Administration (HRSA) and powered by Postpartum Support International, is available 24/7, 365 days a year, in English or Spanish and other languages by request. At PSI we are so excited about this first-of-its-kind resource and grateful to HRSA for their leadership and support to make this a reality. Staffed by licensed and credentialed perinatal mental health and healthcare providers, childbirth professionals, and certified peer specialists, the Hotline provides immediate and informed access to support, understanding, brief intervention, and resources to all pregnant, postpartum, and post-loss individuals AND their partners and families. You do not need a diagnosis to reach out for help – we are here for you. Help More Parents by sharing this critical resource on your social media accounts, through email, or post the number in your office. You never know who may be in need of this life-saving resource. California Department of Public Health Infant Formula Webpage

The California Department of Public Health just launched the Infant Formula webpage (also in Spanish) to provide the latest information about the shortage, the benefits of breastfeeding, and how to get lactation support. The goal is to connect California families in need of formula to helpful resources and provide helpful information to providers and community leaders. Social media assets are also available on the site. It is important to remember that even if an individual provider promotes breastfeeding, not all women can breastfeed.



Scholarships, Fellowships, and Grants


Lisa Ross Memorial Scholarship

The Lisa Ross Memorial Scholarship, named in honor of Lisa Ross, an early pioneer in the development of birth centers, covers the registration fee for the AABC Birth Institute, the annual convention of the American Association of Birth Centers, as well as a $500 stipend for travel and lodging if attending in-person. In 2022, the Birth Institute will be held in San Diego, California. To be eligible for the scholarship an individual must demonstrate financial need and fit into at least one of the following categories: clinical or administrative staff member employed in a birth center; clinical or administrative staff of an AABC Developing Birth Center Member; or full-time student midwife wanting to work in a birth center. Special consideration will be given to applicants attending the Birth Institute for the first time. Learn more and apply by June 17, 2022.

Addressing treatment gaps in MMH: A Fireside chat on new initiatives from the APA and ACOG

Join us on June 20, 2022 at 10 am PST for a Fireside chat with Diana Clarke, MD of the American Psychological Association (APA) and ACOG’s Tiffany Moore Simas, MD, discussing the APA’s new Maternal Mental Health (MMH) initiatives to close treatment gaps in MMH and highlighting ACOG/UMASS’s new MMH Toolkit. The Midwife as Surgical First Assistant

ACNM has a full schedule of The Midwife as Surgical First Assistant (First Assist) Virtual Clinical Labs available through December 2022! First Assist focuses on training midwives to participate and provide continuity of care for patients during a cesarean section. This course is designed specifically for midwives and addresses promotion of vaginal birth, shared decision-making and informed consent, and functioning as an active member of the perioperative team. Diagnosing and Dismantling Obstetric Racism in Birthing Hospitals

Please join Dr. Karen A. Scott, MD, MPH, FACOG for the series: Diagnosing and Dismantling Obstetric Racism in Birthing Hospitals. The purpose of the 3 foundational experiential learning modules are to introduce the concept of obstetric racism and its impact on Black pregnant, birthing, and postpartum people; recognize the importance of listening to, amplifying, and integrating the perspectives of Black women and other Black birthing people; and provide tools and guidance for challenging racism in San Francisco's birthing hospitals. After the trainings, the audience will be able to explain the challenges in diagnosing and dismantling obstetric racism through hospital-centered knowledge, beliefs, and practices; utilize three concepts to re-imagine the unique lived experiences and activism of Black women and people in society and in hospital births; and describe strategies to amplify patient narratives and community wisdom in testing for quality, safety, and equity in hospital birth settings. Best Start Birth Center is seeking part-time & full time CNMs, and offering fellowship opportunity(s) for local CNMs. This will be a dream job for the right midwife! Golden Oak Midwives

Golden Oak Midwives is growing! To meet our community’s needs and support GO midwives’ work/life balance, we are adding a Full-time Certified Nurse Midwife (CNM) to our thriving practice. We’re excited to hire a midwife who deeply believes in the midwifery model of care and desires to practice their craft while balancing evidenced-based care. The new CNM will work a mix of weekend & weekday call shifts and spend one full day in the office per week. The ideal candidate will have both in-hospital and out-of-hospital birth experience; be able to precept students; and be a midwife dedicated to working with diverse populations reflective of the Oakland/East Bay Area. This position is competitively compensated based on six to eight 24-hour call shifts per month. The position also includes four clinic days/month. Candidates must be willing to work official holidays should they fall on their call schedule. Malpractice coverage will be paid by Golden Oak. Welcome to Women's History Month!


As we work toward making midwifery care more accessible, we are reminded of the words “with woman,” and that is especially true this month.


As our Board of Directors has been working on our strategic plan, we’ve revised our Mission Statement, created a Vision Statement, and identified our Core Values as an organization. It was important to us that these foundational documents be inclusive and reflect both who we are and who we aspire to be.


CNMA Mission Statement: With Midwives. With Communities.


CNMA Vision Statement: An equitable California where all people have access to safe, evidence-based, trauma-informed reproductive healthcare through the advancement of the midwifery profession by:

  • Promoting respectful healthcare that improves the health and well-being of individuals, mothers and birthing people, newborns, and families

  • Eradicating health disparities by challenging the practices, behaviors, and in actions that further perpetuate them

  • Practicing cultural humility

  • Acknowledging the history of white supremacy in midwifery and healthcare and its continued negative impacts by condemning racism and promoting equity

  • Creating a diverse midwifery workforce that meets the needs of the community with racial, ethnic, and linguistic concordance

  • Remaining accountable to each other, to midwives, and to the people for whom we advocate, educate, and care

California Health Policy

CNMA’s Health Policy Priorities

  1. Reversing the 10% Medi-Cal rate reduction (put into place in 2011) for birth centers and midwifery care (other practitioners were also affected): We continue to work through the budget process on getting this rate reduction reversed. We have formed a coalition with others affected by this (audiologists, non-emergency medical transportation providers, and more), and we are optimistic that we will see a reversal of this rate reduction in this year's final Budget Act (June 2022).

  2. Funding the Midwifery Workforce Training Act enacted last year through SB 65: We met recently with top officials at Cal HHS and they are highly supportive of funding the MWTA. A lot can change between now and the final budget, so we will continue to meet with them and the workforce workgroup at HCAI (previously OSHPD), as well as rally the support of our SB 65 coalition partners, to ensure the MWTA is in fact a specific line item in the final budget. Additionally, we are sponsoring a bill (see below) that would allow midwifery programs to apply for and receive funding through Song Brown, something we have not been eligible for in the past even though primary care physician training programs, NP, PA, and RN programs have been eligible. We hope this will allow for midwifery programs to continue to apply for midwifery education funding in the future, well beyond the lifespan of the MWTA.

  3. Funding the community birth data collection from SB 1237: CNMA submitted a stakeholder proposal to the Senate Budget Subcommittee responsible for hearing such requests. We hope the momentum around midwifery and doula care in this year's budget will help to propel this forward as well.

Midwifery, Doula, and Nurse Practitioner Bills in the Legislature

AB 2529 (Davis/Calderon): We are sponsoring this bill! If enacted, this bill will allow midwifery programs to apply for and receive funding through the Song Brown Act. More on the Song Brown Act here. Currently the language of the bill is very basic, and will soon be amended to reflect how we envision midwives fitting into this program.

SB 1375 (Atkins): This bill would allow NPs who have completed the transition to practice requirements required for independent practice (in AB 890, passed in 2020) to perform aspiration abortion without Standardized Procedures. This would bring the abortion requirements for NPs in alignment with their current law for independent practice and would be a huge advancement for reproductive health care by NPs in California.

AB 1767 (Boerner Horvath): This bill would create a stand alone Licensed Midwifery Board for LMs in California (currently they are licensed and regulated by the Medical Board of California). This concept is in alignment with US MERA and ICM standards.


CNMA Annual Advocacy Day and Reproductive Freedom Week

SAVE THE DATE! CNMA Annual Advocacy Day to Join Forces with CCRF's Reproductive Freedom Week (April 11-15)

This year, instead of our annual lobby day, we are encouraging all midwives to flex our lobbying muscles by joining in the California Coalition for Reproductive Freedom's (CCRF) annual Reproductive Freedom Week (RFW). RFW is a fun and exciting way to make a difference in shaping policies that impact reproductive health, rights, and justice in California. There will be many virtual lobbying opportunities to fit your schedule. The event is geared toward people who are new to advocacy work, and is an opportunity to build confidence and get comfortable in the lobbying sphere, while making a difference!


For over 10 years, CCRF has hosted Reproductive Freedom Day in Sacramento. In recent years, in order to increase local participation and involve those who cannot make the trip to Sacramento, they decided to shift their advocacy efforts from the Capitol to the districts. Now called "Reproductive Freedom Week," this forum allows people in all regions of California the opportunity to learn about cutting edge policy issues in the reproductive health, rights, and justice movement, and experience advocacy first hand.


CNMA has been actively involved in RFW for many years now. Participating in reproductive freedom week is so impactful. The intimate forum provides the opportunity to help our legislators and our allies to more deeply understand the midwife role. It is also a powerful opportunity to advocate for important structural changes to help benefit the people we serve and our profession. We are often the only clinicians in the lobbying space and our anecdotes and insight can be very powerful!

CNMA will host a short advocacy webinar a few weeks before RFW, including a lobbying & policy update, as well as an orientation on RFW to help everyone get the most out of their experience. Keep an eye out for that training date!

RN Day at the Capitol

This event is for all nurses in California interested in learning about the connection between nursing and politics, policy and legislation, and how it impacts our profession in a friendly and easy-to-understand venue. The goal of this conference is to provide the tools nurses need to effectively participate in the legislative process and support the nursing agenda throughout the state of California. Learn About the Life of a Claim at IRC Office Hours

Join Industry Relations Committee (IRC) members on Wednesday, March 16th at 9:00 AM PST for IRC Office Hours.
