UPDATE ON ACTIVITY IN SACRAMENTO: SB 464 and AB 890

SB 464 (Mitchell) - California Dignity in Pregnancy and Childbirth Act

The bill CNMA is co-sponsoring has successful passed Senate Appropriations Committee and sailed onto the Assembly Health Committee where it passed with a unanimous vote on June 25th. Only a few more steps left! Find out more about this bill and our co-sponsors here , here, and here.

AB 890 (Wood) AKA “the Nurse Practitioner Bill"

The nurse practitioner bill passed the Assembly Business and Professions Committee in April and made it to Assembly Appropriations. Many last minute amendments were added to this bill. The bill "stalled" in this committee in May, meaning it was not voted on at this time and so remains in this committee. It must be voted on by the end of January. The nurse practitioners remain hopeful that this bill will pass and move on to the Senate, but they acknowledge there are many challenges. The health policy team will keep CNMA members notified as we learn more.

NURSE-MIDWIFERY ADVISORY COMMITTEE TO THE BRN SEEKING CNM FROM NORCAL


The Nurse-midwifery Advisory Committee to the BRN (NMAC) is seeking a CNM in clinical practice in Northern California. The purpose of this committee is to advise the board on all matters pertaining to nurse-midwifery as established by the board, and, if necessary, to assist the board or its designated representatives in the evaluation of applications for nurse-midwifery certification. The NMAC is composed of direct practice nurse-midwives, one each from the northern and southern California, a nurse-midwife engaged in nurse-midwifery education, one public member who has been a consumer of nurse-midwifery practice, and an obstetrical physician with knowledge of nurse-midwifery practice. The terms are 2 years in length, and committee members may be appointed for a 2nd term. CNMA is actively seeking someone to fill this important role. PARTICIPANTS NEEDED! IMPROVING MIDWIFERY BIRTH NUMBERS IN CALIFORNIA: A SURVEY


Participants Needed for Birth Certificate Accuracy Survey

The Improving Midwifery Birth Numbers California Survey is aimed at estimating the number of CNM/CM-attended births in California in 2017 and 2018. This survey is being conducted in collaboration with the California Nurse-Midwives Association and the California Maternal Quality Care Collaborative.

A similar survey was conducted in Texas by Dr. Erin Biscone et al. in 2017 and demonstrated that CNM-attended births were underreported in the birth certificate data by 65%. As part of an ACNM Division of Research initiative, similar surveys are in process in other states.


The survey asks participants to provide:

1. The number of CNM-attended births in their hospital or birth center in 2017 and 2018. If CNMs do not track their own delivery numbers, we are asking for the number of vaginal births in your hospital for those years.

2. How many CNM FTEs are in the practice site.

3. Identify your facility’s birth certificate policies as to whose name is gets put on the birth certificate; if you do not know, just say so and don’t delay returning your survey. If you find out later, you can email Adrienne or Mary Barger.

The number of births reported by the practice site will be compared to the number of births reported in the birth certificate data. The survey team will use the number of CNM FTEs to extrapolate data if practices do not collect their own birth numbers.

The survey team will disseminate the results to CNMs throughout California in aggregate form. For participating CNM practices, the survey team will generate a report for the practice’s use if a discrepancy is noted between practice-reported birth numbers and birth certificate numbers.


The survey will remain open until July 10, 2019.

SAVE THE DATE! CNMA’S ANNUAL MEETING IS OCTOBER 5TH, 2019 IN LOS ANGELES


CNMA is excited to announce three of the featured speakers at this year’s event!


We are thrilled to announce that Dr Karen Scott will be our keynote speaker. She is a self-described “...OBGYN physician, a RJ(reproductive justice) informed Obstetric Hospitalist and Epidemiologist, and a Crunk Public Health Scholar”


Brenda Jackson, DNP, CNM, Director of Clinical Care Improvement, The Permanente Federation. Topic: “Midwives as Change Agents” focusing on an effective framework for midwives to foster positive changes (such as induction of labor, immediate postpartum contraception, intermittent auscultation) within healthcare teams.


Angie Magana provides culturally competent, quality health and wellness care in a Federally Qualified Health Clinic setting serving primarily Lesbian Gay Bisexual and Transgender persons. Her focus and specialization is in pelvic, endocrine and sexual health of transgender persons and sexual minority women. Angie's work creates a safe space where compassionate, patient centered health care can be delivered utilizing a holistic approach and multiple modalities.

STUDENT POSTERS NEEDED FOR CNMA ANNUAL MEETING


The CNMA Annual Meeting will be held on October 5, 2019. This year we are excited to incorporate a poster presentation area for students to highlight their research, activism within midwifery, and/or share ways in which Reproductive Justice informs and directs their midwifery. This will be in an intimate setting supporting students to network and meet potential employers who are interested in their work.

BORN MENTORSHIP PROGRAM FOR STUDENT NURSE MIDWIVES


CNMA is continuing with the BORN mentorship program. Since its inception, we have matched over 26 students with mentors. We now have more students requesting this special relationship than we have mentors available. This is a flexible but truly rewarding partnership!! Time commitment can be as easy as being available via text, phone, email when convenient for the two of you! You can make a real difference by simply offering ongoing support and encouragement; we know you are all experts at this!

JOIN THE BOARD AT CNMA: OPEN POSITIONS FOR OCT 2019


We need you!!! Volunteering for the California Nurse-Midwives Association Board of Directors is a fulfilling experience. Working in the trenches alongside fellow midwives on legislative and policy issues, and representing us to the American College of Nurse-Midwives, presents an opportunity for professional development.

Terms for each position last 2 years, with the exception of the President-Elect (one year as President-Elect, two years as President) and the Student Rep (one year term). The time commitment for most positions is limited to monthly meetings/phone calls; but within the BOD, there are opportunities to serve on various committees or as liaison to state and national partner organizations which may require a greater time commitment. CNMA Board of Directors officers and regional representatives are elected on a rotating schedule.


In 2019, the following positions will be open:


  1. President-Elect (serve as President Elect from 10/2019 to 10/2020, then assume the role of President for 10/2020-10/2022)

  2. Secretary (10/2019-10/21)

  3. Regional Representatives (one each NorCal, SoCal, Central (10/2019-10/2021):

Volunteer to serve on the board for the California Nurse-Midwives Association!


President-Elect (serve as President Elect from 10/2019 to 10/2020, then assume the role of President for 10/2020-10/2022):

Has a year to transition to the position of President. During that year (from Oct 1 to Oct 1) duties include:

1. Attend monthly BOD calls and calls with other stakeholder groups.

3. 2 in-person meetings annually that alternate between Northern and Southern CA (APRN coalition).

4. Health Policy Committee calls and meetings with Political Strategist, Legal Counsel, or others prn.

Responsibilities when you become President in year two:

1. See above.

2. Lead all BOD Calls.

3. Prepare the agenda, get approval for the agenda, approve the minutes along w/the secretary, make corrections, sign the minutes. Agenda should be out 10 days before the BOD calls.

4. Establish a quorum on the calls.

5. Lead the CNM Annual Meeting. Present the awards, introduce speakers if needed, recognize off going BOD members and welcome incoming BOD members.

6. Be the face of CNMA. Be prepared to give interviews, help draft legislation and correspondence prn, review HPC information.

7. Be involved in publication of the monthly the CNMA newsletter.

8. Attend the ACNM Annual Meeting and represent the state affiliate during the Regional Meeting.

9. Be in touch with the ACNM National Office whenever necessary.


Secretary (10/2019-10/21):

1. Send out the agenda to all the BOD members 10 days before the BOD Meeting.

2. Take minutes during the BOD meeting.

3. Send minutes to the president and other BOD members for corrections.

4. Get signature on minutes once the corrections have been made.

5. Send out final minutes to BOD members.

6. Store minutes on Drop Box and keep Dropbox files organized.

7. Secretary is a BOD voting member.

8. Term 2 years, staggered with Treasurer.


Regional Representatives (one each NorCal, SoCal, Central (10/2019-10/2021):

1. Establish two-way communication with regional chapter chairs and members to update them on affiliate issues, as well as bring issues, comments, needs and requests from regional members to the BOD.

2. Be involved in organizing in-district visits when it comes to grassroots advocacy/legislation.

2. Take initiative regarding events in their region and develop relationships with members of the region.

3. Attend local own chapter meetings.

4. Call into BOD meeting once a month x 1.25-1.5 hours.

7. Voting member.

8. 2 year term.


Student Rep (10/2019-10/2020):

1. Be the contact person for SNM’s in the state-for both in state and out of state learners.

2. Be aware of scholarship programs as available. Be able to direct SNM’s to application process.

3. Attempt to attend the CNMA Annual Meeting as the SNM Rep for the affiliate.

4. Give the SNM Annual Report at the meeting.

5. One of the biggest challenges is finding learning sites for distance learners. Not sure the SNM Rep can really solve this problem, but the student tab on the website may be useful to post info.

6. Manage the mentor/mentee program.

7. SNM Rep is not a voting member but is an active participant in the BOD meetings and will provide a monthly student report to the BOD.


SOCIAL MEDIA TEAM 10/2019-10/2021 (2 years, non-voting position)

1. Maintains the website (cnma.org)

2. Publishes Social Media posts to CNMA's social accounts as needed

3. Facilitates the monthly newsletter release, including publishing and archiving on cnma.org

4. Maintains the store and manages the inventory at CNMA.org/store

5. Coordinates the public relations committee project for CNMA

6. Maintains the Meet the Midwives Project (cnma.org/mtm)
